According to an announcement of the Chinese market regulation authority SAMR (State Administration for Market Regulation), a CCC certification requirement applies in China for explosion proof products (Ex products). As of October 1, 2019 a CCC certificate can be applied for many Ex-products. A China CCC certification will be mandatory for the affected products starting October 1, 2020. Previously products that were explicitly used in explosion protection areas and already had an international Ex certification were subject to an exemption regulation regarding CCC. With the announcement, the authority also published the new implementation rule CNCA-C23-01:2019, which regulates which product groups will be subject to CCC in future.

If you are unsure whether your product falls into one of the above categories, we will be happy to check if a product in the explosion-proof area requires CCC free of charge. It should be noted that not all Ex products are affected by the new implementation rule and therefore a specific inquiry should be made with the Chinese authorities.
The CCC certificate is administered by the Chinese central authority CNCA (Certification and Accreditation Administration) in cooperation with AQSIQ (General Administration of Quality Supervision, Inspection and Quarantine). The CQC (China Quality Certification Centre) and NEPSI (National Supervision and Inspection Centre for Explosion Protection and Safety of Instrumentation) are approved to perform certifications for CCC Ex products in China.
The following authorities are responsible for issuing CCC certificates for explosion proof products in the V.R. China accredited.
The legal requirements for the approval of explosion-proof products are defined in the implementing regulations and the Chinese Testing Standards (also known as GB standards). The general implementation rules created by the CNCA are:

Electronic products must be tested in accordance to their Ex type. The GB standards regulate the necessary testing methods and requirements. Explosion proof products can be tested according to one or more Ex types. The following show the tests needed according to the implementation rule CNCA-C23-01:2019:
The certification procedure is regulated by the competent authorities in accordance with the CNCA implementation rule. The following 5 main steps are necessary for certification:
A detailed description of the certification process can be found here. While for many other certification requirements, especially in the area of product safety, a manufacturer self-declaration is mandatory, the traditional approval process continues to apply to CCC Ex products.
In contrast to CCC certifications in the area of product safety, existing certifications (NEPSI, CNEX, etc.) and test reports (IECEx, ATEX, etc.) may be used as the basis for the CCC Ex certification. The following overview shows various options for the integration of existing certificates or test reports. Acceptance of test reports and certificates depends on the issuing authority as well as the tests conducted and the laboratories used
We would be happy to check for you, free of charge, if your existing certifications and/or test reports are recognized in China. There is always a possibility that the Chinese certification authority will require that the reports be amended or rewritten.
While existing test results and existing certificates may be recognized for product tests, the factory inspections will be required by the relevant authority. Existing IECEx Quality Assessment Report (QAR) or ATEX Quality Assurance Notification (QAN) are not accepted, however existing IECEx QAR and ATEX QAN significantly reduce the work and preparation effort for the CCC certification.
In many cases a CCC certification for explosion proof alone does not cover all of the mandatory certifications required for the Chinese market, therefore, in addition to the CCC certification for explosion proof it should always be checked whether certifications such as CCC self-declaration (mandatory for “Safety”), CEL, NAL, SRRC, MA, etc. may also be needed.
Special regulations apply to the CCC marking (diameter, height, etc.), which must be strictly observed. There is a risk that incorrectly marked components will be detained by customs. Since there is no longer a marking application, it will not be confirmed or rejected by the authorities. Therefore, it is even more important to prepare the marking of the components 100% correctly.
To maintain the validity of the CCC certificate annual follow-up inspections must take place, regardless of the certificate expiration date.
